Chapter 1 General Provisions
Article 1: In order to thoroughly implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implement the general requirements for Party building in the new era and the Party's organizational line in the new era, promote the scientific, institutionalized, and standardized work of Party organizations, and improve the quality of Party organizational work, this regulation is formulated in accordance with the Constitution of the Communist Party of China and relevant laws.
Article 2: The organizational work of the Party is a practical activity mainly focused on the construction of the Party's organizational system, leadership team and cadre team, talent team, and Party member team. It is an important guarantee for consolidating the Party's governing foundation, realizing the Party's comprehensive leadership, and completing all the Party's work. It is also a fine tradition and unique advantage of the Party leading the people to continuously win victories in revolution, construction, and reform.
Article 3 The organizational work of the Party adheres to the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of "Three Represents", the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It enhances the "Four Consciousnesses", strengthens the "Four Confidences", and fulfills the "Two Maintenances". With the enhancement of the Party's long-term governance capacity, advanced nature, and purity as the main line, the Party's political construction as the guide, and the construction of the organizational system as the focus, efforts are made to cultivate high-quality officials who are loyal, clean, and responsible, gather outstanding talents from all walks of life who are patriotic and dedicated, and give full play to the role of primary-level Party organizations as fighting fortresses and Party members as vanguards and models. This provides a strong organizational guarantee for upholding and strengthening the Party's overall leadership and adhering to and developing socialism with Chinese characteristics.
Article 4: The Party's organizational work shall follow the following principles:
(1) Adhere to the comprehensive leadership of the Party;
(2) Adhere to the organizational line and serve the political line;
(3) Adhere to democratic centralism;
(4) Adhere to the Party's mass line;
(5) Adhere to the Party's management of cadres and talents;
(6) Adhere to the principle of combining morality and talent, prioritizing morality, and appointing people based on merit;
(7) Adhere to the full coverage of the Party's organization and work;
(8) Adhere to seeking truth from facts, fairness and integrity;
(9) Adhere to laws, regulations, and scientific norms.
Chapter 2 Leadership System and Responsibilities
Article 5: The organizational work shall implement a leadership system of centralized and unified leadership by the Party Central Committee, hierarchical and classified leadership by Party committees (Party groups) at all levels, specialized responsibilities by organizational departments, and close cooperation among relevant parties.
The Party Central Committee and local Party committees shall establish Organization Departments, and Party and government organs, people's organizations, state-owned enterprises, and public institutions at all levels shall establish organizational work institutions or full-time job positions specifically responsible for organizational work.
The Central Organization Department guides the work of organizational departments at all levels, while higher-level organizational departments guide the work of lower level organizational departments.
Article 6: The Party Central Committee decides on the organizational work line, principles, and policies, formulates important Party regulations and normative documents for organizational work, makes decisions on major strategies, reforms, measures, and issues related to organizational work, comprehensively leads the construction of the Party's organizational system, cadre work, and talent work, and recommends, nominates, and appoints cadres in accordance with relevant regulations.
The Party Central Committee generally holds a national organizational work conference every 5 years to make comprehensive arrangements for organizational work during a period.
Article 7: Local party committees shall bear the main responsibility for the organizational work in their respective regions. The main responsibilities are:
(1) Implement the Party's organizational work line, principles, and policies, execute the decisions, deployments, and instructions of the Party Central Committee and higher-level Party organizations on organizational work, formulate internal regulations and normative documents for organizational work in accordance with authority, and study and deploy major issues and important work of local organizational work;
(2) Lead the organizational work of the same level people's congress, government, CPPCC, supervisory organs, judicial organs, procuratorial organs, people's organizations and other party organizations, guide and supervise the inspection of lower level party organizations in carrying out organizational work;
(3) Lead the construction of the local party organizational system, strengthen the construction of grassroots party organizations and party member teams;
(4) Appoint, dismiss, and manage cadres according to their management authority, and recommend important cadres to local state organs, CPPCC organizations, people's organizations, state-owned enterprises, and public institutions;
(5) Implement the strategy of building a strong talent country, coordinate and coordinate relevant parties to jointly participate in and promote talent work in the region;
(6) Accomplish other tasks assigned by the Central Committee and higher-level Party organizations.
The leading responsibilities of the Party group in the organizational work of its own unit shall be implemented in accordance with relevant provisions.
Article 8 The main responsibilities of the Central Organization Department and the organization departments of local Party committees are:
(1) Under the leadership of the Central Committee of the Communist Party of China and the Party committee at the corresponding level, be specifically responsible for implementing the Party's line, principles, policies, decisions and arrangements for organizational work; formulate and draft intra-Party regulations and normative documents on organizational work in accordance with the scope of authority and division of responsibilities; and promote the implementation of organizational systems.
(2) Study important theoretical and practical issues in organizational work, put forward policy suggestions for improving institutional mechanisms, and provide references for decision-making by the Central Committee of the Communist Party of China and the Party committee at the corresponding level.
(3) Be responsible for the building of the Party's organizational system, and strengthen the building of primary-level Party organizations and the contingent of Party members;
(4) Be responsible for cadre work and the unified management of the cadre contingent, and undertake the relevant specific work for the building of leading bodies in accordance with the authority and division of responsibilities for cadre management;
(5) Be responsible for guiding and coordinating talent work as well as connecting with and serving talents;
(6) Be responsible for the unified management of civil servant work;
(7) Be responsible for the unified management of retired cadre work;
(8) Exercise unified management over the Office of the Committee for Institutional Establishment and Staffing;
(9) Accomplish other tasks assigned by the Central Committee and the Party committee at the corresponding level.
Chapter 3 Building of the Party's Organizational System
Article 9 Adhere to the Marxist principle of party building, improve the organizational system for safeguarding the Party's centralization and unity, perfect an organizational system that is connected from top to bottom and has strong execution, ensure full coverage of Party organizations and Party work, and continuously enhance the Party's political leadership, ideological guidance, mass organization, and social appeal.
Article 10 Establish and improve various levels and types of Party organizations in accordance with the provisions of the Party Constitution, forming a rigorous organizational structure that is vertically integrated to the grassroots and horizontally extended to all sectors, including the Party's central organizations, local organizations, primary-level organizations, as well as the Party's discipline inspection organs, working organs, and Party groups.
Adapt to the development and changes of the situation and tasks, and timely adjust and optimize the establishment of Party organizations. For temporarily formed institutions to perform a certain task, temporary Party organizations may be established in accordance with relevant regulations. Unless otherwise specified, the affiliation of primary-level Party organizations shall be standardized and straightened out generally in accordance with the principle of territorial management.
Article 11 The Central Committee of the Communist Party of China, the Political Bureau of the Central Committee, and the Standing Committee of the Political Bureau of the Central Committee are the brain and core of the Party's organizational system. They set the direction, plan the overall situation, formulate policies, and promote reform in advancing the cause of socialism with Chinese characteristics. We should uphold and improve the system of Party leadership, improve the central leadership system for major work, improve the mechanism for promoting the implementation of the Central Committee's decisions and arrangements, and strictly implement the system of requesting instructions and reporting to the Central Committee.
Article 12 The local Party committees shall play a leading role in exercising overall leadership and coordinating all parties in their respective regions, exercise overall leadership over the economic and social development in their regions, take overall responsibility for Party building in their regions, and perform the duties of setting the direction, managing the overall situation, making decisions, and ensuring implementation. They shall uphold and improve the working system of local Party organizations, improve the deliberation, decision-making and supervision mechanisms, enhance the overall functions, raise the leadership level, and build local Party organizations into strong ones that resolutely obey the command of the Central Committee, exercise strict management, conduct effective supervision, maintain unity among leading bodies, and foster a sound atmosphere.
Article 13 Primary-level Party organizations are the fighting fortresses of the Party in social primary-level organizations and the foundation of all the Party's work and combat effectiveness. We must adhere to the clear orientation of prioritizing efforts at the primary level, focus on enhancing organizational capacity, and vigorously strengthen the building of primary-level Party organizations in enterprises, rural areas, government agencies, schools, hospitals, research institutes, sub-district communities, social organizations, and other fields. We should promote innovation in the establishment and activity methods of these organizations, strengthen their political functions, select and appoint capable leaders for them, and build primary-level Party organizations in all sectors into strong fighting fortresses that publicize the Party's propositions, implement the Party's decisions, lead primary-level governance, unite and mobilize the masses, and promote reform and development.
The Party branch is the basic organization of the Party and the fundamental unit for Party organizations to carry out their work. We should comprehensively promote the standardized and institutionalized development of Party branches, strengthen basic work, improve basic systems, enhance basic capabilities, and ensure basic guarantees, so as to give full play to the Party branch's functions and roles in directly educating, managing, and supervising Party members, as well as organizing, publicizing, uniting, and serving the people. For Party branches with a relatively large number of Party members or where Party members' workplaces and residences are relatively scattered, several Party groups shall be divided in accordance with the principle of facilitating the organization of activities.
Article 14 The Party group shall play a leading role in its own unit and perform the duties of setting the direction, managing the overall situation, and ensuring implementation. It shall uphold and improve the working system of the Party group, improve work rules and decision-making mechanisms, ensure that Party building work and business work are planned, deployed, promoted, and assessed in a coordinated manner, urge and promote the leading body of its own unit to fully and promptly implement the decisions of the Party group in accordance with the law and its articles of association, and ensure that the Party's theories, lines, principles, and policies are implemented in the unit.
Article 15 Focusing on building a contingent of Party members who are firm in their beliefs, politically reliable, rationally structured, of excellent quality, strict in discipline, and outstanding in performance, we shall do a good job in recruiting new Party members and in the education, management, supervision, and service of Party members.
The recruitment of new Party members shall follow the general requirements of controlling the total number, optimizing the structure, improving the quality, and giving play to their roles. Priority shall be given to political standards, with strict procedures and strict checks to ensure the quality of newly recruited Party members. Efforts shall be made to strengthen the building of the contingent of active Party applicants, and enhance the education and training of targets for Party membership and probationary Party members.
Party member education should take studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the primary political task. It is necessary to organize and carry out intensive intra-Party education and regular education for Party members, adhere to the combination of organizational training and individual self-study, and guide Party members to never forget their original aspiration, keep in mind their mission, and strive unremittingly.
The management of Party members shall strictly carry out work such as Party membership management, management of organizational relationships, collection and use of Party dues, daily supervision, and organizational disposal, and strengthen and improve the management of mobile Party members. In light of the actual situation of Party members from different groups, organize and guide Party members to give full play to their vanguard and exemplary roles.
Strengthen incentives, care, and assistance within the Party, safeguard Party members' democratic rights, carry out intra-Party commendations, and do a good job in caring for and serving Party members.
Article 16 Adhere to democratic centralism and improve the relevant systems for developing inner-Party democracy and exercising correct centralization. Uphold the system of Party congresses, improve the inner-Party election system, and implement systems such as the tenure system for deputies to Party congresses and the tenure system for Party organizations at all levels. Establish and improve a complete organizational system that includes organizational setup, organizational life, organizational operation, organizational management, and organizational supervision, and improve the system for Party committees (Party groups) to fulfill their main responsibilities for comprehensively and strictly governing the Party.
Article 17 Strictly implement the Guidelines on Political Life Within the Party Under the New Situation, adhere to and improve the systems of democratic life meetings and organizational life meetings, improve such systems as the "three meetings and one lesson" (meetings of Party branches, general Party branch meetings, Party group meetings, and Party lectures), themed Party days, heart-to-heart talks, and democratic evaluation of Party members, implement the system of dual organizational life for leading Party members, develop a positive and healthy political culture within the Party, ensure that the Party's organizational life is regular, earnest, and serious, continuously enhance its political nature, contemporariness, principle, and militancy, and constantly strengthen the Party's ability to purify, improve, renovate, and upgrade itself.
Article 18 All Party organizations and all Party members must resolutely uphold Comrade Xi Jinping's position as the core of the Party Central Committee and the whole Party, resolutely safeguard the authority and centralized, unified leadership of the Party Central Committee, and adhere to the principle that individual Party members are subordinate to the Party organization, the minority is subordinate to the majority, lower-level organizations are subordinate to higher-level organizations, and all organizations and members of the Party are subordinate to the National Congress of the Communist Party of China and the Central Committee of the Communist Party of China. We should implement the strategic arrangements for comprehensively and strictly governing the Party, continuously improve the requirements for organizational discipline, carry out in-depth discipline education, strengthen supervision and inspection on the implementation of organizational discipline, seriously investigate and punish acts that violate organizational discipline, enhance the authority and binding force of discipline, and ensure that orders are executed, prohibitions are observed, discipline is strictly enforced, and violations are prosecuted without exception.
Chapter 4 Cadre Work
Article 19 Adhere to the principle that the Party manages cadres, uphold the criterion of having both ability and political integrity with political integrity first, adhere to the principle of drawing talent from all corners of the country and appointing people on their merits, uphold the standards for good cadres, adhere to the correct orientation in selecting and appointing cadres, make overall plans for the development of systems for cultivating cadres' qualities, assessing their performance and recognizing their abilities, selecting and appointing them, managing them strictly, and providing positive incentives. Make overall plans for the building of leading bodies and the contingent of cadres, and for the building of the contingent of cadres in Party and government organs, people's organizations, state-owned enterprises, and public institutions, and strive to build a contingent of high-quality and professional cadres who are loyal, clean, and responsible.
Article 20 The cadre work shall implement a system of hierarchical and classified management under the centralized and unified leadership of the Central Committee of the Communist Party of China. Party committees (Party groups) and their organizational departments shall strengthen the unified management of cadre work. In accordance with the division of administrative powers, the attributes and characteristics of industries and fields, the institutional setup, the business management system, and the needs of team building, the responsibilities, scope, powers, methods, and procedures for cadre management shall be reasonably determined, and good work shall be done in the dual management of cadres.
Article 21 In the building of leading bodies, the political building of the Party must be placed in the first - place. Adhere to high - standards and strict requirements, overall planning and overall promotion, classified guidance and precise policy - making. Strictly implement the democratic centralism, deepen theoretical arming, optimize the structure of leading bodies, enhance the overall function, maintain the stability of leading bodies, improve political judgment, political understanding, and political execution. Strive to forge leading bodies at all levels into a strong leadership collective that faithfully practices Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and firmly implements the decision - making and deployment of the Central Committee of the Communist Party of China.
Article 22 Establish and improve a quality cultivation system featuring source cultivation, follow-up cultivation, and full-process cultivation. Highlight political quality, focus on classification and grading, strengthen ideological tempering, political experience, practical training, and professional training. Integrate ideological and theoretical armament, ideal and belief education, knowledge structure improvement, and ability and quality enhancement throughout the entire growth process of cadres. Attach importance to cultivating and tempering cadres at the grassroots frontlines and in difficult and arduous areas, enhance their fighting spirit, and improve their governance capabilities, so that the political literacy, theoretical level, professional ability, and practical skills of the majority of cadres can keep up with the pace of the times.
Article 23 Establish and improve a system for understanding affairs and recognizing people through daily assessment, classified assessment, and close-range assessment. Implement the new development concept, adhere to a correct view of political achievements, take distinguishing strengths and weaknesses, rewarding the excellent and punishing the inferior, encouraging responsibility, and promoting development as the basic tasks. Optimize the assessment content and index system, improve assessment methods, and carry out coordinated daily assessment, annual assessment, special assessment, and tenure assessment. Understand cadres from all aspects and through multiple channels, and pay attention to grasping the performance of cadres on the frontlines of major tasks and major struggles. Strengthen the application of assessment results, integrate them with cadre selection and appointment, education and training, management and supervision, incentives and constraints, accountability and prosecution, etc., so as to promote the formation of a correct orientation where capable people are promoted, excellent ones are rewarded, mediocre ones are demoted, and inferior ones are eliminated.
Article 24 Establish and improve a selection and appointment system that prioritizes morality, appoints people on their merits, and ensures that the right person is assigned to the right position. Give full play to the leading and checking role of Party organizations, put political standards first, strictly guard the political, moral character, ability, work style, and integrity thresholds. Strictly implement the principles, conditions, and procedures for the selection and appointment of cadres, and strictly enforce systems such as cadre tenure and post-holding avoidance. Establish an employment orientation that emphasizes grassroots experience, practical work, and stressing and valuing responsibility. Improve the quality of cadre inspections, select and appoint cadres in a precise and scientific manner, and earnestly select and employ good cadres needed by the Party and the people. Strengthen full-process supervision over the work of cadre selection and appointment, and create a clean and upright environment for selecting and appointing cadres.
Expand the horizon for selecting and appointing officials, promote the exchange of cadres between localities and departments, between regions, between departments, and between Party and government organs and state-owned enterprises, public institutions as well as other social organizations. Comprehensively use methods such as aiding and seconding, and increase efforts in dispatching cadres to support major national strategies.
Article 25 Establish and improve a strict management system that oversees ideology, work, work style, and discipline. Focus on leading cadres, especially the principal leading officials of Party and government organs, and highlight political supervision over such aspects as whether cadres uphold the "two safeguards", abide by the Party Constitution, Party rules, Party discipline, and the Constitution and laws and regulations, implement the Party's lines, principles, and policies, carry out the decisions and arrangements of the Party Central Committee, and observe the norms for inner-Party political life. Adhere to addressing issues early and small and conducting regular oversight, strengthen daily management and supervision over the performance of duties and responsibilities and the demonstration of commitment, and promote the majority of cadres to strictly perform their duties, exercise their powers, and carry out their work in accordance with the system.
Article 26 Establish and improve a positive incentive system that advocates practical work, drives responsibility, and boosts morale. Adhere to the combination of strict management and sincere care, and attach equal importance to incentives and constraints. Strengthen the incentive and protection for cadres who dare to take on responsibilities and are good at acting, and guide the orientation of getting things done and starting undertakings with the correct orientation of selecting and appointing cadres. Treat and use cadres who have been held accountable or disciplined in a proper and reasonable manner, improve the system for clarifying and vindicating cadres who have been falsely accused, perfect the commendation and reward system, implement and improve the system of cadre salaries, welfare and insurance, care about the physical and mental health of cadres, increase policy inclination towards grass-roots cadres, especially those in difficult and arduous areas, so as to fully arouse the enthusiasm, initiative and creativity of the broad masses of cadres in doing their work and starting undertakings.
Article 27 With a view to meeting the needs of the long-term development of the cause of the Party and the country, we shall adhere to expanding sources, optimizing structures, improving methods, and enhancing quality. We shall identify and select outstanding young cadres from all fronts, fields, and industries, optimize their growth paths, establish a normalized mechanism for cultivating and tempering cadres with upper and lower linkage and long-term attention, improve the mechanisms for timely employment and dynamic management, and perfect institutional measures to promote the emergence of outstanding young cadres. We shall encourage young cadres to strengthen their ideological and theoretical armed forces, gain experience in grass-roots practice, and improve their ability to solve practical problems. We shall make good use of cadres of all age groups and optimize the echelon structure of the cadre team. We shall make overall plans for training and selecting female cadres, ethnic minority cadres, and non-Party cadres.
Article 28 Strengthen the Party's centralized and unified leadership over the civil servant contingent, and improve a unified, standardized and efficient leading system for civil servant work. Implement the Civil Servant Law of the People's Republic of China, improve the civil servant system with Chinese characteristics, perfect systems such as the parallel system of positions and ranks, recruitment and exchange, assessment, rewards and punishments, training and supervision, build a standardized and complete legal system for civil servant management, and improve a scientific and effective civil servant management mechanism. Adhere to and improve the classified management of civil servants, and enhance management efficiency and scientificity.
Article 29 Strictly implement the cadre retirement system, strengthen the ideological and political construction and Party organization building of retired cadres, improve and innovate the service and management work for retired cadres, and organize and guide retired cadres to play their roles.
Article 30 Adhere to and strengthen the Party's centralized and unified leadership over institutional staffing work, establish and improve the working system under which the organizational department uniformly administers the office of the institutional staffing committee, do a good job in improving the leading and management system, make overall plans for cadres and institutional staffing resources, and ensure the organic connection between institutional staffing management and cadre management.
Chapter 5 Talent Work
Article 31 Adhere to the principle that the Party manages talents, establish the strategic position of talents leading development, follow the laws of the socialist market economy and the laws of talent growth, break down the ideological concepts and institutional and mechanism obstacles that restrict talent development, and build a scientific, standardized, open, inclusive and efficient talent development governance system. Cultivate, introduce and make good use of talents in an all-round way, strive to gather outstanding talents from all fields who are patriotic and dedicated, promote the implementation of the strategy of reinvigorating the country through talents and the innovation-driven development strategy, and provide strong talent support for the great cause of national rejuvenation.
Article 32 Party committees (Party groups) at all levels shall strengthen their leadership over talent work in their respective regions, departments, and units, and form a work pattern for the Party's management of talents, featuring unified leadership by Party committees, overall coordination by organizational departments, respective performance of duties and close cooperation by relevant departments, the main role played by employers, and extensive participation by social forces.
The Central Committee of the Communist Party of China has established the Central Coordination Group for Talent Work, which provides macro guidance, overall coordination, policy innovation, key promotion, and supervision and inspection for the national talent work and talent team building. The Central Coordination Group for Talent Work has an office under it, which is responsible for handling the daily work of the Group. The office of the Central Coordination Group for Talent Work is located in the Central Organization Department.
Local Party committees shall establish leading (coordination) bodies for talent work to coordinate the talent work and talent team building in their respective regions. For functional departments within the systems affiliated to Party committees and governments that undertake more functions related to talent work or have a relatively concentrated pool of talents, leading bodies and working agencies for talent work may be established according to actual needs.
Article 33 Focus closely on the needs of economic and social development, center on major development strategies, strengthen macro-level planning for the development of talent teams, and cultivate a large number of high-quality talents with both ability and political integrity. Adhere to high-end leadership and overall development, organize and implement major talent projects, and promote the development of talent teams in various fields in a coordinated manner.
Article 34 Cultivate a global perspective and strategic vision, implement a more active, more open, and more effective talent policy, adhere to the principle of putting talents to use, and gather and utilize talents from all over the world. Promote the optimal allocation of talent resources, give full play to the decisive role of the market and better play the role of the government, and encourage and guide talents to flow to difficult and remote areas and grassroots frontlines.
Article 35 Coordinate and advance the reform of the institutional mechanisms for talent development and policy innovation, resolutely break away from the obsession with papers, professional titles, academic qualifications, and awards, improve mechanisms for talent introduction, cultivation, utilization, evaluation, mobility, and incentives, and accelerate the establishment of a talent system with attractiveness and international competitiveness.Delegate powers to employers, relax restrictions on talents, and stimulate their innovative vitality.
Article 36 Give play to the Party's political advantages, organizational advantages, and advantages in maintaining close ties with the people, strengthen political guidance and political absorption of talents from all fields, and guide the vast number of talents to be committed to patriotic dedication and brave in innovation and creation. Adhere to the system of Party committees contacting and serving experts, improve the mechanism for leading cadres to directly contact and serve talents, promptly listen to the opinions and suggestions of talents, and care about their work and life.
Article 37 Foster a strong awareness of the importance of talents, improve the talent service and guarantee system, strengthen the publicity of outstanding talents and advanced models, create a sound atmosphere of respecting labor, knowledge, talents and creation, encourage innovation and tolerate failure, and create a vibrant situation where everyone can become a talent and everyone can fully display their talents.
Chapter 6 Guarantees and Supervision
Article 38 Party committees (Party groups) at all levels shall earnestly strengthen their leadership over organizational work, care for and support organizational departments in performing their duties and carrying out their work, rationally allocate institutional staffing, augment work forces, provide necessary working conditions and fund guarantees, and coordinate all parties to form a synergy in doing a good job in organizational work. They shall strengthen the building of leading bodies of organizational departments, and pay attention to selecting cadres who are politically strong, adhere to principles, are impartial and upright, and have experience in Party affairs work to serve as leading cadres of organizational departments.
Article 39 Organizational departments shall resolutely implement the decisions and arrangements of the Central Committee of the Communist Party of China and Party committees (Party groups), and strictly enforce the system of requesting instructions and reporting on major matters. They shall adhere to and improve the system of departmental affairs meetings, perfect the rules and procedures for deliberation, and give full play to the role of collective leadership and check of departmental affairs meetings.
Article 40 Organizational departments shall focus on their main responsibilities and core businesses, improve working mechanisms, optimize work processes, strengthen investigation and research, and pay attention to the application of internet technologies, digital technologies and information-based means to enhance work efficiency.
Article 41 Organizational departments shall strengthen their awareness as political organs, take the lead in carrying forward the Party's glorious traditions and fine styles of work, take the lead in enhancing the "Four Consciousnesses", strengthening the "Four Confidences", and achieving the "Two Maintenances". They shall adhere to taking the Party's political building as the guide, further promote strict management of the department, strict self-discipline, and strict management of the contingent, strive to build a model department that is politically sound, values impartiality, is proficient in business, and has a good work style, so as to reassure the Party Central Committee, win the trust of Party members, cadres and talents, and satisfy the people.
Strengthen the building of the contingent of organizational work cadres, intensify education on political discipline and political rules, strictly observe organizational and personnel discipline as well as confidentiality discipline, uphold integrity and probity, and strive to enhance professional capabilities, so as to ensure absolute political reliability and absolute loyalty to the Party.
Article 42 Party committees (Party groups) at all levels shall assume the main responsibility for comprehensively and strictly governing the Party, strengthen supervision and inspection over the implementation of these Regulations, incorporate the implementation of these Regulations into the assessment of leading bodies and leading cadres, and include them in the scope of inspections and patrols.
Article 43 Those who violate the relevant provisions of these Regulations shall, depending on the seriousness of the circumstances, be given criticism and education, ordered to make inspections, admonished, subjected to organizational handling, or given sanctions in accordance with regulations, disciplines and laws.
Chapter 7 Supplementary Provisions
Article 44 The Central Military Commission may formulate relevant provisions in accordance with the spirit of these Regulations.
Article 45 These Regulations shall be interpreted by the Central Organization Department.
Article 46 These Regulations shall come into force as of the date of issuance.
