1. Bidding conditions 

The 110kV substation PC general contracting project of China National Building Materials (Luoyang) New Energy Co., Ltd. in this bidding project has obtained relevant approvals for construction. The project owner is China National Building Materials (Luoyang) New Energy Co., Ltd., and the construction funds come from its own funds, with a contribution ratio of 100%. The bidder is China National Building Materials (Luoyang) New Energy Co., Ltd. The project has been tendered and the supervision of the project is now open for public bidding.   

2. Project Overview and Bidding Scope     

2.1 Project Overview

This project is the 110kV substation PC general contracting project of China National Building Materials (Luoyang) New Energy Co., Ltd;

2.1.1 Building section:

Total land area of the substation: The substation fence covers an area of 3021.3m2, equivalent to 4.532 acres; The power distribution equipment room is a reinforced concrete frame structure with an axis size of 53.6m × 19.00m, consisting of three floors: one underground floor and two above ground floors, with a total construction area of 2143.18m 2; One 30m 3 accident oil tank, an underground structure, using cast-in-place reinforced concrete structure; Station area road: The station area road of this project adopts urban concrete road with an area of 889.7 square meters; New cable trench 65m; new cable duct length: 0.63km (including 11 cable shafts and 1 cable joint shaft);

2.1.2 Electrical equipment section:

(1) Voltage level: 110kV;

(2) Main transformer capacity: 2 × 63MVA in this phase;

(3) 110kV distribution equipment: Single busbar segmented connection with 2 outgoing lines will be constructed in this phase;

(4) 10kV distribution equipment: Single busbar segmented wiring with 38 outgoing lines will be constructed in this phase;

(5) 10kV reactive power compensation device: 4x4.8Mvar will be constructed in this phase;

(6) 110kV line: This phase will construct a 110kV double circuit line of 6 × 720m;

2.2 Scope of Tender

This mainly includes all supervision contents of the procurement and construction stages of the project.

2.3 Project construction location: No. 6 Ru'an South Road, Advanced Manufacturing Development Zone, Ruyang County

2.4 Construction Scale: This project is the supervision work for the procurement, installation, and commissioning of the building and electrical equipment parts of the 110kV substation PC general contracting project of China National Building Materials (Luoyang) New Energy Co., Ltd.

2.5 Supervision service period: construction period+warranty period.

2.6 Scope of bidding: Supervision work throughout the construction and warranty phases.

2.7 Procurement Quality Standards: Comply with relevant national regulations and standards, have good performance, and meet the requirements of Party A.

2.8 Project duration control objective: 100 calendar days.

2.9 Engineering Quality Control Objective: The engineering quality meets the current national standards and regulations, and the quality meets the standards for qualified engineering and acceptance filing.

3. Qualification requirements for bidders 

3.1 Qualification requirements:

(1) Bidders must be independent legal entities or other organizations registered in accordance with the law, and must provide valid supporting documents.

(2) Bidders must possess comprehensive qualifications for engineering supervision enterprises issued by the competent construction administrative department; Or with a supervision qualification of Class B or above in the field of electrical engineering. Among them, the applicant intends to appoint the project director as a nationally registered supervising engineer in the fields of building construction and electrical engineering, with no ongoing projects and corresponding supervisory capabilities in personnel, testing instruments and equipment.

(3) Obtain the Quality Management System Certification Certificate, which is legal and valid

3.2 Performance Requirements: From June 2020 to the bidding deadline (based on the contract signing time), bidders must have at least 2 construction supervision or design, procurement, and construction (PC or EPC) supervision contract performances for substations (or booster stations or collection stations) of 220kV and above. Bidders must provide scanned copies of the contract that can prove the performance requirements of this bidding. The scanned copies of the contract must include at least: the stamped pages of both the buyer and seller, the date of contract signing, and key information pages in the performance requirements.

3.3 Qualification requirements for Chief Supervising Engineer:

(1) Bidders must provide a valid registration certificate for the proposed Chief Supervising Engineer (Electric Power Professional) qualification;

(2) The chief supervising engineer must have at least one experience as a chief supervising engineer for construction supervision or design, procurement, and construction (EPC) supervision projects of substations (or substations or gathering stations) of 220kV and above. Bidders must provide proof of the chief supervising engineer's performance, which can be stamped materials such as contracts, acceptance certificates, or user certificates (the above materials must reflect the project name, chief supervising engineer, and unit name).

3.4 Financial Requirements: A copy of the audit report issued by the accounting firm for the year 2020, which includes the financial statements provided by the enterprise. The statements should specifically state the net assets (owner's equity) of the enterprise. The audit report should be stamped with the official seal of the accounting firm and the professional seal of the registered accountant.

3.5 Credit Requirements: Suppliers listed as dishonest persons subject to enforcement, parties involved in major tax violations, or serious government procurement violations are not allowed to participate in this procurement activity and are required to provide screenshots of credit inquiries from China and the China Government Procurement Network;

3.6 This bidding does not accept consortium bidding. 

4. Obtaining the bidding documents 

4.1 For those who intend to participate in the bidding, please purchase the bidding documents at the project department of China National Building Materials (Luoyang) New Energy Co., Ltd., No. 6 Ru'an South Road, Advanced Manufacturing Development Zone, Ruyang County, Luoyang City, from 9:00 am to 5:00 pm daily from June 16, 2023 to June 23, 2023 (Beijing time, the same below), holding a unit introduction letter. Mail order bidding documents are not supported.   

4.2 The bidding documents are priced at 600 yuan per set and are non refundable after sales. Technical data deposit/yuan, to be refunded upon return of technical data (without interest).   

5. Submission of bidding documents 

The deadline for submission of bidding documents (hereinafter referred to as the bidding deadline) is 9:30 am on July 5, 2023, and the bidding location is the project department of China National Building Materials (Luoyang) New Energy Co., Ltd., No. 6 Ru'an South Road, Advanced Manufacturing Development Zone, Ruyang County, Luoyang City.   
5.2 Bid documents that are delivered late, not delivered to the designated location, or not sealed according to the requirements of the bidding documents will be rejected by the tenderer.
